Cezano penned the lyrics to "Le Régiment de Sambre et Meuse" following the French defeat in the Franco-Prussian War, Planquette setting them to music shortly thereafter

Map of the former Sambre-et-Meuse département. Sambre-et-Meuse was a département of the First French Empire in present Belgium. It was named after the rivers Sambre and Meuse. The département came into existence in 1795, when the Southern Netherlands were occupied by the French.
